Understanding the difference between calls for declarations of interest and calls for project proposals

The purpose of a call for declarations of interest is to identify economic operators likely to propose a solution to meet a need. Such calls are therefore issued early in the process and make it possible to shortlist candidates who will be subsequently invited to submit a response to a future call for project proposals. 
As for calls for project proposals, these serve to select projects prior to signing a temporary site occupancy agreement.

How can you respond to one of the above calls?

There are a number of stages:

  1.  A launch phase subject to a deadline,
  2. an application reception phase,
  3. a phase in which applications are examined and undergo technical analysis, taking into consideration the criteria contained in the call rules,
  4. a selection phase.
